This product can be applied underwater? Or does it have to be applied and cured on a dry surface first?

Yes, can applied under water. I got piping that have very small water leaked that is why I bought this one. I applied and it seems it stop the leaked up to now. Hope this helps.

can this be used to repair a cracked skimmer?

I would give it a try. I used to repair a leaky exhaust port on a motor yatch.
