No it is not unlimited internet, the device comes with an app that allows you to buy convenient data plans. Its more useful for travelling and places with poor signal, otherwise id look into a verizon mifi or something along those lines.

Will it work at either a state or federal park?

Too vague for me to answer specifically...but it has worked for us throughout the Pacific Northwest on both sides of the border. I am sure there are places were it won't work...we haven't found one yet though.
