Yes you can use them for that. Up 6 to 8 inches from the plug wrap and many coils of wire that will fit and close the cover on the wire. If have wires that are not bonded together you just do the same for each wire. The power supply needs one on its cord if not already on the cord. Plasma TV's, microwaves, florescent lights, and power transformers are very noisy. Check to make sure your not plugged into a circuit that has one in the same circuit as your game console. That would be a very big noise problem on your headphones.

vskey clains " nickel zinc ferrite D7 " except not what type and they don't know. so it's a gamble.

Will the 13mm fit around 14/2 romex to help filter led recessed lighting noise?

This is an application specific answer. Romex clumped together may fit the interior diameter, but the number of times you may want to fish the Romex around these snap-on devices won’t be very much more than once. Of course, splitting the Romex into individual THHN wires and looping these filters around each individual wire will certainly work most effectively. You might additionally try twisting your Romex so that the AC wires shield themselves to the extent possible. YMMV
