What tubing size will fit? 3/16"?

I was able to use 1/4” clear plastic tubing from the hardware store to fit this pump

What is the maximum current draw for this pump?

Well I hooked it up to a 25v DC power supply/amp meter and at 6v no load was 150ma with load it was 210ma. The highest voltage attained was 8.8v no load was 220ma with load the maximum voltage was 8.6v and 340ma. Hope this helps. Not sure why it wouldn't hit 12 volts, I run it on a 12v motorcycle battery.

Is the flow reversible when reversing the poles?

No, it pumps in the same direction even if poles are reversed.
