Are they easy to wash or does food/ dough stick to them?

You shouldn't need to wash them as you don't put them directly on the pastry. The uncooked pastry should have a piece of greaseproof paper or baking parchment on top of it, with the baking beans on top. Then when you''ve blind baked your pastry, you lift the baking parchment out of the pastry case and (carefully) pour the baking beans back into their pot.

Are the beans suitable for small loose-bottomed tartlet tins

Yes but I would line with a small circle of baking parchment first so bean wouldn't stick
