Will the base hold a dial indicator with a 3/8" stem?

Doubtful. Fully open it measures .320. 3/8” is .375.

Does this come with a case?

Hello from Neoteck, Before October, 2021, it comes with a case just for the dial indicator but not the base. From October, 2021, it comes with a storage case both for the dial indicator and base (As video shows) , which costs a little more. Because we found that most custmoer need the storage case for the digital dial Indicator and magnetic base set, we decided to improve. Hope it helps. If there is any question, please feel free to let us know. We will try our best to solve.

Does this include any sort of "max reading" function or is the display always for the current measurement?

If this is for go/no go range type testing, then no. It does do a good job of repeatability in measuring. The ntk021 also has a mini usb output that you can connect to a computer if you want to measure and data log in that manner. There are youtube videos about how to do that.
