Absolutely, but maybe a larger mesh (around 40) would be more ideal. This mesh (60) is very very fine so if your home-gound rice flour is more coarse than all-purpose flour, only some of the fine flour will pass through. Sifting a flour that's too coarse can be very timely, arduous, and most of the rice flour could be rejected, unable to pass through. You may have to grind or mill several passes first, to ensure it's fine enough to sift.
