Do you have to turn the dial through the 24 hour periods to change the date ?

No. You pull the stem to the correct position and rotate it to change the date to one less than you want to set it. Then you move the stem to the position that changes the time setting with the hands, and move them so the date changes by one numeral to the correct date. If the time of day you're doing the changing is AM, you don't go past the 12 setting (noon). If the time of day is PM, go past 12 so the date will change when midnight rolls around.

Do the numbers or the hands glow in the dark?

The whole face lights up when you push the button - nothing actually glows in the dark. But don't buy this watch. It doesn't keep accurate time. I gave it to my husband for Christmas and it never worked right.
