Will paper towels work with this?

Paper towels will not hurt the bokashi process, nor will they help it. They will pass through the bin mostly unchanged, as they are not a good food source for microbes. We recommend to keep them out of your bokashi bin.

I've been tossing my kitchen scraps onto my pile; now the 'soil' is rich, but compacted. Will this help loosen the soil?

If you mean your compost pile, you should try not to let that get compacted. Better to toss it from time to time to aerate it. Rich soil should welcome the organisms that will help you with aeration by their activity.
