Would this be suitable for use in Ireland since the declination can't be adjusted?

Adjustment of declination is done in you head when you convert compass readings from maps to visual or visa versa. You then set the compass accordingly.

Is this adjustable for magnetic declination?

No, but the magnetic variation in the UK is so small (about 1 Degree W) that it probably falls within the error tolerated by this type of compass. However there is no grid roamer (for accurate 6 fig and 8 fig Grid References) and it is not luminous so not good at night.
