Q: can this be used on boots that have a matte rubber finish?

Yes! My 10+ year old Ariat boots look almost new!

Q: Could I put this on the bottom of my boot that actually touches the ground to protect the grip?

I think it's to protect rubber,, if the grip is rubber then yes. I put them on my boots, my Bean boots and my other rubber boots and made them look like new but as far as a gripper I'm not really sure.

Q: how long do you let it dry?

It doesn’t take too much time - I let it dry until it’s noticeably not wet any longer :)
