I need this one but with much tighter threads on the 1/2 inch inlet. Is there a version of this with smaller threads?

You could purchase a 1/2 to 3/8 reducer bushing (brass) then find a valve with the 3/8 threads if that would help. I would consider going to your local hardware store for your exact needs. Hope this helps and good luck.

What is the temperature rating?

It's suitable for outdoors but valve should be drained with any temp below freezing 32 degrees. Nor sure why that is a revelant question with type of hose bib

Is this a full flow ball valve?

No it is not a full flow valve. Inside valve opening is about 1/4". I will post a photo in my review.
