Q: Is the privacy screen supposed to work when the ipad is horizontal? Seems like it only works when it is vertical.

It works both ways, it just depends on how you fold the cover.

Q: Is this screen protecotor compatiable with ipad pens?

Yes I use my pen with this screen protector. My only issue is that it leaves a ton of bubbles no matter how hard I tried to get them out

Q: Is it thin enough to cut with scissors?

I wouldn't recommend doing that as the screen will likely crack. you should just purchase the right size, as you can find the model your ipad on the back of the device or when you click general, and about for your ipads information.
