what are the outside measurements?

The body of the case measures 11" x 9". The handles extend another 2-1/2 inches, but they're flexible and fold down the side.

Will this fit a G19 in an appendix holster?

I think it will. Depends on the holster I suppose. I keep a FNS 9mm (which is very close in size to a G19) in mine and there is room to spare.
