Line is weaker than COTTON

I am truly flabbergasted, As I was tying this brand new Line onto the Spool , It snapped like cotton, I then tested the line again pulling off line, it continually snapped like cotton!!, It is supposed to be 3lb breaking strain, clearly NOT..I through it into the bin!!..
