Are they pre-folded? If so, what's the dimension? Are they folded evenly? or offset?

No they were not folded and they were fine for what we do at our art shows where we use to wrap up ornaments

I cannot say if it has been recycled but there are tiny flecks through out the paper. The quality was sub standard to the tissue I had been using over 20 years.I use gift boxes with company logo and in my opinion this paper cheapens the effect I wish to create. Hope this is some help

The title states 15x20 inches, but the description says 16x11x3?

They are 15” x 20”. They are roughly torn half sheets of a normal size you would expect.

Mine is actually light gray and has a strange odor. Should I return it?

I didn’t have that issue. It was white and I didn’t notice any Oder. As far as returning it I guess it depends on how strong And what kind of an oder ( mildew, chemical etc. ) and if the grayish color works for you. That is your call
