I’ve tried plugging in basic things (old battery bank, fitbit, my desk lamp) but none of them get a charge from the orange qc3 port. is this correct?

Orange USB Port is the same as Red USB Port. They come with USB 3.0 specifications. They are "Sleep and Charge" ports. which means it is powered all the time and charges the devices even if the device is sleep or shut off, if it doesn't, there might be problem with the power strip or the charging cord.
