No it doesn't. This has citrus smell. Not overwhelming but there's absolutely no peppermint feeling or smell at all.

Can you warm up the oil?

Sure. But I suggest you dispense the amount you wish to use right away into another bottle and place that bottle into a mug or tall cup of very hot water.

Can this be used as an everyday moisturizer?

No, it’s rather oily like baby oil and makes you very slick for quite a while. More lubricating than moisturizing.
