Is the 12v negative attached to the AC gorund?

No it is not connected, they are two separate sections. but depending on your application you can connect the negative terminal from the power supply to ground, as an example think of a car the negative terminal from the battery is connected to the chassis of the car and that is the ground reference for all the devices connected in the car.

It’s a 60 watt power supply, so it depends on the wattage of your leds. Watts = volts X amps

What's Barrel Type? The average person doesn't have a micrometer to measure with; let alone if they don't have one to measure.

Get a micrometer on ebay! They're cheap and very worthwhile. Anyways this has 5.5mm OD, 2.1mm ID. A similar variation that this would not work with is the same 5.5mm OD but 2.5mm ID - this type of plug will usually have a yellow plastic insert on the male end, compared to a black insert on the 2.1mm ID plug sold here.
