Is this keyboard similar to laptop keyboards? i.e. not clunky and mechanical

I found this keyboard to have a very soft action, not clunky or mechanical. It is very quiet as well. I needed a smart card reader for work, so this was a great choice for me.

Does this come with the CAC software?

No. CAC software is loaded in the computer. The card reader is software agnostic.
