You don't. I think that if you buy the vest, those chips will fit into them, so you can pretend to activate your power. But the figurine of Chris as a lion- it does not convert.

Do the power discs do anything (possibly with another item?) or are they just for collecting?

The discs can be used with the creature power suits that are sold separately. They are about the size of a milk jug lid with an animal sticker on the front. They aren't real useful for anything else.
