What is the straw for?

We use them as a packing tool to fill the cone.

Not sure, it has been a while since I purchased this brand. I believe they are made in USA. If not then over seas, maybe China? If seller does not mention, you can ask. Hope this helps.

If you’ve ordered recently, did you get the full 36 cones? I see a couple reviews/questions that say they only got 18.

Yes I received all 36 and their customer service was impeccable when I mentioned that I had issues with USPS. Ivan & Roger are the real MVP's imo , they not only made sure my order was received but sent me an upgrade for the inconvenience.
