I wipe my light blue pencil case with a damp cloth then a dry cloth immediately after- that removes most pencil smudges or dirt. The material is pretty easy to clean.

What is this made of because in the picture looks matte but my friend got one and it looks really shiny?

It's made of polyester fabric and is matte in texture. I bought the light blue one for myself (it's more of a pale aqua), and the light purple one for a friend. Both were matte and not shiny at all.
