Can this just connect directly to a 12v DC supply or does it need to be a dedicated fan supply/connector?

You can connect the Noctua to a 12v DC supply. You need to identify which leads on the Noctua are 12V and Ground. The colour code is not obvious. The Noctua does come with a short 12v + Ground cable to adapt the pins to whatever plug you are connecting too. It comes with handy Scotchlok connectors to facilitate this.

Which way round to install, blow ambient air onto the hot area or 'suck' air away from the hot area ?

Only true answer is try both ways and see what works best for your setup, I have mine blowing on the components but they are right next to an intake fan

Could i rewire this to a gpu ph2.0 mini 4pin? the 40mm fan on my motherboard is dodo, but uses this connection instead of a standard 3/4pin header.
