Can these be mounted right onto a wooden deck?

I dont understand the question. Why do you want to put them on a deck? They are supposed to be used to hold the deck support legs? They dont have any pre cut holes in them for bolts or screws. The plastic might split if you drilled into it.

Can these be anchored to a concrete pad? I'm building a shed on a concrete pad and want to make sure they don't move.

You don't need these if you already have a concrete pad. They are meant for on grade use ( on soil )

Looking to use these for a small covered "lean-to" how tall of a 4x4 post can these hold?

The actual square the 4x4 goes in does not hold the post firmly. When youblet go of the post it will tilt. The upright post must be supported by lateral posts. This can be tricky if you are building alone! If your question is actually related to the weight of your project i think that info should be in the TuffBlock specifucations page.
