New car and the head and tail lights keep getting humid. Will the uv protection prevent that from happening?

No this is to repair UV damaged lenses, not to prevent condensation build up.

It’s not film. They are wipes. Protects headlight from UV and discolouring. Leaves a crystal clear coating. Best used with 3M retstore kit 👍

Is this really clear coat? If so, wouldn't it impact light refraction?

I don't know if it's really clear coat (as in clear paint, or acrylic or what) but it is something similar. I tried to maximise the two wipes and put down as many layers as possible. On the first layer it came out perfectly, on the third it started having some minuscule streaks, but they are so small that you really don't see them if you are not looking and also small enough that they don't really influence the optics/refraction
