Does the dimmer power 100% or 0% when there is no dmx signal? (i.e when you shut off your manual or digital dmx controller do the lights stay off)

I use QLC plus if I were to just unplug my USB interface to DMX without shutting it off the light would stay on. But when I turn off the system I turn all lights black shut off Q I’ll see plus the lights are at 0%

How many watts does this have ?

500 watts per channel. any more and you will blow out individual channels. (I know from experience!) I keep mine at 300 watts per by using Par 56 lamps.

Does this deliver RGB info to the lights as well if I'm using RGB bulbs?

Of course, if you have a DMX controller, and program the dimmer pack with the appropriate channels.
