Is this the same game with the dl content as the more expensive version?

There is no more expensive version. All the dlc is free and the game released at $15. This is a straight up rip off.

Is this the USA version?

I just got mine in the mail and it is the European version, not US. It should still play just fine but the resell value might be a little lower.
