Are the measurements etched into or painted onto the steel?

It is painted on, NOT etched. I looked with a jewelers lens, and compared it to my machinist's 6" scale which does have graduations in etched recesses that can be seen from along it's edge. The Norpro scraper does NOT have etched recesses.

Is this 18/0 or 18/10 stainless? (Does it rust?)

Had mine for a few years with no signs of any rusting. I run it through the dishwasher, so if it was going to rust, it would have by now.

Is this item made in the USA?

Everything on mine had gotten wiped off. I use it maybe 2-5 times per week. I did look it up and says the maker is from Washington. Idk if that helps?

I know it's not a knife but is the blade thin/sharp enough to use for soft vegetables occasionally?supposedly the OXO grip can handle chopping too.thx

No! My old scraper/chopper (non-brand) was getting a little dull so thought I would buy a new one. This one has a flat edge so doesn't really chop veggies as well as my old scraper. My old one wasn't sharp but did have a thinner edge. Disappointed. Haven't decided yet if I will return or not. I old scrapper doesn't have a name on it so don't know the brand. :-(
