No, it does blend well with paint.

Does this stick to artist's canvas to be painted?

Yes, after applying gesso to canvas, then it will stick and can be painted over for a textured look.

Is the dried product waterproof?

Impervious. That is you can paint it with water soluble paint without doing any immediate structural damage.

Could I put this in a pastry bag with icing tips to decorate a fake cake? Is there something cheaper/ better to decorate a fake cake with star tip,etc

I'm sure this can be used in cake bags. The consistency is very thick, might not be very "sharp" Also can try a clay compound, or plaster mix. The modeling paste dries best.
