Is it suitable for a bitumen floor on a balcony?

I wouldn't say it is to much movement

I don’t know but I wouldn’t paint a radiator with it!

Is this suitable for floor tiles?

I would suggest that the floor paint would not be suitable for use on tiles if they are smooth or polished tiles as the paint will just peel off .
