The 163 is a heater only. The 164 is a heater and exhaust fan.

Can you turn the lights on without using the heat?

Yes. Initially the old device was a light on one switch and a fan on anothe. rWe wired the bathroom light and fan together on one switch and the heat lamp on the other. Mike 2/7/2013

Will this heat up a bathroom even with high vaulted ceilings?

It works fine for us. My bathroom ceiling vaults from 10' on one side to 12' on the other. The infrared lamp seems to provide plenty of heat for individuals. It is not designed to be a space heater.

Is this an actual exhaust fan that connects to the outside or does it blow the heat inward?

It blows to the outside - not to remove heat but to remove moisture from a bathroom. The purpose of the unit is two fold. One, it ventilates air from the bathroom to outside. It attaches to ducting in the attic and to a vent on the roof or wall to the outside. The heat lamps radiate heat to keep you warm before, after, or during bathing. The black piece is where the ducting attaches in the attic. It as a damper included. It closes off the outside air when the vent fan is turned off.
