The diameter is relevant to the weight of the barrel. The heavier the dart, the larger the diameter.

Are the shafts changeable?

Yes. I do not think I've seen shafts that are not changeable

do the 28 gramers come with a repointing tool?

No... you'll have to purchase the repointing tool separately..

Is the grip knurling?

The grip on the Evos dart is known as a scalloped grip due to the curved indentation in the centre of the grip. The black portion of the grip which is too smooth to be called knurled, is in my opinion a level1 patterned grip resembling that of a knurled grip.
