Does the 28 x 35 have means to hang it portrait?

Yes it has fixings on the back for either landscape or portrait.

Would 40x60cm fit a canvas 18mm thick? If not, do you do something that does?

I'm afraid it won't, sorry. It is really only for a photo, possibly with a mount. You would have to adapt it somehow to fit something 18mm deep into it as the back would no longer slot into the frame. I don't know off hand of another frame that would be deep enough for your canvas.

what size picture can be fitting in this frame?

You can use it for a picture sized 40x60 cm although a few millimetres will not be seen due to the width of the frame bar and you can use the inlay as a mount for an imaged sized 30x45 cm.

Is it possible to get this frame in size 40x40cm?

No! You'd have to go for 30x40cm frame an trim some off top poster or go for 40x50cm an trim some off bottom and hopefully you don't lose any of your actual picture!
