Q: Are these dual voltage?

What could you possibly mean by dual voltage? It RUNS OFF BATTERIES. That is surely in the description. The key word is BATTERIES!!!!!!!!

Q: Can the bezel over the leds be taken off for cleaning? there's a piece of crud inside.

I wouldn't since there are no screws. Most likely an attempt would damage the light.
