Yes, it would. I used it for my crab dip recipe. Comparable to s casserole dish.

can I keep something cold in one of the pots without it getting warm?

Yes. Individual temps allow you to do that.

Can the outside surface (the stainless steel surface) be touched while the unit is being used?

I have not placed my hand on it, but have not noticed to be hot while using it.
