Yes there is a toggle switch on top of the base.

Is this push to talk or switch on switch off?

The microphone has an on/off switch. It is not push-to-talk.

Does this need a power source, battery, etc?

The correct answer is... It does NOT require power since it is a dynamic mic. It is NOT powered from the amplifier at all. If it were getting power from the amp, then it would be a powered mic.
