Push down Sleeve. Run your finger through the top of brush and you should see powder releasing from brush. If you DO NOT see powder. Turn brush up; pull up sleeve; Recap; turn over again. Repeat hard tapping a few more times. Do no be afraid to tap hard on the surface. Turn brush back over again. Remove cap, pull down sleeve; Run your finger over the top of the brush again and 99% of the time, this will work.
