Is this not designed to make normal tea with milk??

One would normally brew the tea in the tea pot, pour into the cup/mug and add milk to taste. You can absolutely use regular (black) tea bags, either loose in the vessel or contained in the infuser. Whether loose or in bags I put everything into the infuser, as it prevents over steeping once you have poured some out and you only have a bit of water in the bottom

Can I use it on a electric stove

Yes. I've been using mine on electric stove
