Does this work on a bike with disk brakes? I have a specialized Roubaix

It will work, but the bike will primarily be supported by the bottom arm. I’m using it with my Orbea Avant w/disc brakes.

Can you stoage a bike with a rear rack?

Yes. The “U” in the upright sits between the rear axle dropout and the hub axle. It doesn’t interfere with rack supports.

Will the wheel spin or does it touch the bottom of the rack?

When adjusted properly the wheel touches the bottom of the rack. You could adjust the rack higher to allow the wheel to spin, but I wouldn’t recommend it since the rack uses the weight of the bike wheel to keep it stable.

Can you pedal bike while it's on this stand (for adjusting drive train)?

You should not sit on the bike and operate it. It is not a training stand. You can operate the pedals with your hands to do some types of work on the drive train, adjustments, lubing, etc.
