I think both. It definitely closes the gap at the back, but, also acts as a belt in my case. Pants sometimes fit just right when you first put them on, but, start to get a little baggy during the day. The Hip Hugger keeps them in place and not bagging, so I consider that the job of a belt.

Do these work on pants with no belt loops and, if not, is there a product that does?

No they will not work on pants without belt loops. They have a metal clamp, similar to those on suspenders, which are meant to clamp onto the belt loops.

Can you still slide the pants on and off without taking the hip hugger off?

Yes, it’s basically like adding elastic to the back of your pants. I take them off to wash the pants though.

Would this work for a child with a 20" waist?

I would assume so. It's adjustable from small to large.
