No, the owners manual says it is that way as it is not meant to be a parental replacement but a short term soother.

Can it be used on a bed ?

The concern for us with beds is our strap could get caught on the baby's clothing, so we cannot recommend that. However, if you can find a place on the crib that would not possibly come in contact with the baby and still rock the crib, I would see no reason not to try it.
