Is it safe to use on eggshell painted wall

No! It literally look off the satin finish on my walls. Sherwin Williams paint is now matte and streaked.

Is this safe for flat paint?

Yes and I have used it on both flat wall paint and semi gloss and high gloss. I removed spots but especially made the trim look like new as if I had just painted it! Love it!
