60mm is the dimensions of the plate, NOT the distance of the holes which is impossible to find out for some reason?

The holes are only a few millimetres from each corner and slightly elongated for maneuvering.

Distance between holes?

Not sure but I fitted mine on a work bench on the end of standard framing 2x3 inch legs. They are very robust as I have had heavy engines on the bench.

Can these be used on rough concrete? The concrete is not smoothly finished?

I’m using mine on a moveable workbench in a garage with a moderately rough concrete floor. It really depends on how rough your floor is.
