Q: Has anyone applied this material to fabric? If so, which fabrics and what was the experience with adhesion in rain, with sweat, and washability?

Even though the adhesive backing was very strong, it did not hold through a wash-cycle. It will hold in the rain a few times but water will eventually separate it from fabric. It is made to adhere to flat, non-porous surfaces, not fabric exposed to water & elements. Hope this will help

Q: Will it stick to tire hub caps? And is it waterproof?

Thanks for asking. This should stick to hub caps if they have a painted finish. The 3M Scotchlite Reflective Tape, 03455 is not water proof.

Q: Can this be applied on cement as a driveway marker?

It could work but it probably won't stay on for long, due to cement surface. This would work better on metal surfaces. Consider a spray paint that glows I guess for cement.
