Q: How long does it take to fully expand?

It starts to expand right away, but not super quick. I believe temperature makes a difference too (warmer = faster). I made sure I was ready and then I cut and placed it. It worked well for me.

Q: Does it have adhesive on one side? I was going to use under garage door for 1 winter to seal gaps.

It does but not sure it will stick to concrete. Have you thought about the rubber strips. They are put down with a strong adhesive. I used my foam tape to seal gap between my house and awning to eliminate water from dripping on my patio.

Q: is it possible for this to re-compress once it's already expanded? want to use it to seal a window gap-so it has to remain squishy enough to close on.

It is a squishy foam when expanded. You should be able to compress again it but it should re-expand when the pressure is removed from it. I'm sure weather and age will eventually slow the compressing and expanding properties as with any foam.
