Is this bag waterproof?

well...in heavy FL rainstorms it has not had problems zippers closed of course. But, through a deep puddle and it got some moisture in through zippers. Mine is often outside of the umbrella coverage and I really do not worry about it. Don't take it swimming....lol

Does the small zippered pocket at the front have enough space for an iPad?

Hi James, I have loaded my patriot with two laptops and an iPad. An iPad will fit in the front zippered compartment but not the top front zippered pocket.

So I am confused... does it or doesn't it fit under the seat in front of you on an airplane?

The bag itself fits nicely anywhere. The bag with a laptop will fit nicely anywhere. Add a portable printer or a 3" binder and you space starts to get limited. With either, the bag will fit nicely mostly anywhere with some pressure needed under the seat and maybe would need to be placed sideways. In my experience, while flying with a 15" laptop, a 4" binder, lots of stuff in the 1st compartment and a portable printer, it fits nicely in the overhead bin of everything down to an Embraer E170/190. Will all the contents mentioned above, it does not fit under the seat of any plane or on the Overhead Bin of the the Canadair CRJ700/900 or the Embaer 145. I would imagine the same is true for ATR/Dash/Saabs. Hopes this helps somewhat.

Does this case have a loop or strap to allow it to be attached to a larger bag, i.e., the handle?

The only thing like that is a strap across the back about 2 inches below the top and about 2 inches wide. I use it to hold it on to the backrest of my motorcycle in the passenger position while I attach the bungie cords. The only easy solution for what I think you are trying to do is in fact the handle.
