Can this be used on Nubuck?

It can be used on any top grain leather. Nubuck is top grain leather that been sanded. So yes it could, but it might affect the look of the leather. I'd try it on the heel before I'd do the entire shoe. Put it on, wait a day and then use a brush to get the nap back. If it looks good do the entire shoe.

Would this work on suede boots?

Yes it does. Using this is how you make “waxed suede”. It looks way different after use, but it’s totally safe and makes suede much more durable.
