PC stands for photocards, which are the little images of the idols printed on a card-sized laminated cardstock. I believe they are official because they would come with this official lightstick. :)

It is the official lightstick ("bong"). It came in the box unopened and the one I received was perfect. It works perfectly with the app. Ready for a concert!
