Q: Does this qualify as archival storage (Ph neutral, acid free)?

Although the description doesn't note that it qualifies as archival, I purchased mine with that intent -- and am pleased with the product.

Q: What is are the dimensions of the card insert?

The insert is 3/4" x 1-9/16". You can use the insert provided or make your own.

Q: Confused on why it states that it holds legal and there are many responses saying that it actually doesnt? and one response saying that it does.

It does not hold legal. On the inside I measured it and it measures 12 3/4" long and 8 3/4" wide. I use it for regular size paper and it works fine with extra room on the ends.
